Top side of the bracket is flush. The block fits in here with its two bolts. The shaft of the lever needs to be shortened to fit just below the top of the block. So I marked it and cut it off. I cut it with my pipe cutter. Not sure that was a good idea for the pipe cutter cut it did a nice job.
