With the pumps reinstalled on the firewall, I began to repeat the fuel flow tests. Runnning the "A" pump, I calculated slightly over 12 gallons per hour for the stbd tank, and slightly over 13 for the port tank. The difference in numbers may be measurement error; both are well within acceptable limits (9 gallons/hour, minimum).
I was unable to get the "B" pump to move fuel. The sound of the pump suggests no fuel reaches it. The only real difference I can see between this pump as installed now, and as it was when installed inside the aircraft, is the addition of a fuel filter. I've ordered a new filter, to see if this resolves the issue.
Update: the non-functioning pump was installed backwards. Duhhh!
