Brief Description:  Created draft test procedure and data sheets

I created a draft Test Procedrure, and a set of test procedure data sheets. The test procedure is based heavily on AC90-89A, but it obviously does not include testing for features which do not exist on this aircraft; things which cannot be tested due to geographic location, and so on.

It is also based heavly on my experience on writing aircraft test procedures during my career in aerospace. To this end, it tests as much as possible

1) First on the ground, without application of electrical power.
2) Then on the ground, with external power
3) Then on the ground, stationary, with engine running
4) On the ground, taxiing
5) And finally, in the air.

It has been my experience that it is better to identify as many problems (like wiring errors) as early as possible, and correct them before entering more hostile environments. It is also my experince that it is better to do high speed taxi stests, with short lift offs, before engaging in actual flight. In these areas, I differ slightly from some of the recommendations of AC90-89A.

I also believe, and have implemented here, a separate, loose-leaf, volume of data from the tests. During flight, it is much easier to focus on the data beling collected if it is bound separately. It has been my experience that some data collected may been to be repeated due to errors in testing, etc.

A loose leaf format allows data collected erronously to be readily removed, and replaced.

The mandate that testing be done with only the test pilot on board also means the place to record data must be in a form that it can be readily accessed in flight.
