So I drilled out the other offending L angle and replaced it with one with no holes and drilled. Other than that tey go together just like the inboard flaperons except the plastic tip gets riveted on. I also completed the skeleton for the other one. I didn't have to use the cargo strap to get the skin turned down, I was able to muscle it into place with the clecos.
