I ended up adding another stop at the front of the elevator. With the mass balance weights on there, the front was "bouncy" so I added another stop using the aft most bolt of the mass balance weights. Of course this upset my previous balancing and I ended up adding a washer to the front. Came out perfect and no more bounce, the stop is very definitive.
