Set up the drill press and cut countersinks in both L. and R. flap trailing edge wedges. Riveted the bottom skin to spar, then clecord the trailing edge and used blind rivets on the bottom skin to rib.
HELPFUL TIP: Before removing the trailing edge cleco's to install all the rivets... Use a small piece of electrical tape every 8" or so to hold the trailing edge together. You can do all the "Back Riveting" with the tape in place. Then, remove the tape and "Final rivet" with the mushroom rivet set.
