Brief Description: Installation of Counterbalance Weights.

Final drilled (#12) the holes in the R-1014 Counterbalance Weights and attached them to the Counterbalance Arm. Redrilled the holes in the Counterbalance Brackets for better fit and alignment. Section 9 is complete.
