I went back and tried to modify the overlap edges of the rolled area to lay tighter together. Then went though and riveted the rolled edges. The prescribed rivets don’t seem to do a real good job pulling the edges tight, so I ended up using the PVC pipe on the inside to pry the inner edge out against the outer edge as I riveted. I had to drill out a few to get a tighter fit. This seemed to work well. Next, I worked on the counterweight. Surprisingly I never dropped it on the rudder, but there were a few times it started to slip, while I was trying to hold it in place. I highly recommend taping it each time. The whole process seemed to go smooth as long as you follow the directions.
