Discovered that the rudder hing was not installed on the rudder post before welding it to the frame. Cut the rudder post off of the frame taking care to not cut into the post. Ground the residual welds smooth and slid the rudder hing onto the rudder post. Spot welded the post back in place and checked the alignment. Rewelded the rudder post back in place on the fuselage with the hing in it's correct location.
