Using the pre-drilled holes in the tail mounting bracket to determine the location the position of the retainer pin, I used my drill press to drill a slightly larger hole in the cylinder. Placed the ballast in the brackets on the tail boom and fit perfectly! It's a little bit of a tight fit getting the pin seated. Still have to make adjustments on the lower bracket in the bubble. Too tight of a fit. Will work on that next.
