There are numerous ways to do the tips and this is a record of how I did them - I'll add a post note at the end once they are painted and let you know how they turned out.

1. Edge Distance Problem. I noted inside the outboard tip of the control that the rib flange to prepunched hole was 3/16" (see image 1). The required edge distance for a CS4-4 rivet is 1/4". This is not really a sructural peice and I suppose you could get away with 3/16". To be on the safe side I bonded a 1/2" 0.025" strip to the tip flange (see next entry).

2. Trimmed the leading edge of the flange witha rotary tool to fit next to the counter weight. Marked and sanded the flange using my mammoth sanding board! Did this until a nice flush fit
