Clecoed on the top forward fuselage skin which goes over the panel, drilled out the holes and while it was on in position I managed to back drill some of the small mounting brackets which hold on the panel. I wanted the panel to be in the exact spot, so with the top skin clecoed on the top half I could backdrill the two F-721-C angles in the right spot, then the top skin could come off.
