Connected rudder cables and secured with cotter pins. Torqued and sealed top two rudder hinge bolts, but left bottom bolt untorqued for now. Reconnected elevator pushrod; torqued and sealed forward end; placed temporary bolt in aft end. After testing rudder travel and planning next steps, it became evident that the rudder will probably have to be removed to facilitate connecting elevators, trim tab and cable. The rudder bottom fairing is also contacting the vertical stabilizer attachment bolt heads under full travel; paint was scraped off in two places. Minor modification may be necessary.
