Put the stabilizer back in place. Put the fasteners into the lower spar. In the process of tightening these (after most had been tightened), checked the travel on the elevator and found it still binding against the vert stab root rib attach angle and the LHS skin. Took the skin back a little with the sanding drum on the dremel, and worked on the root rib attach angle and the weldment with files through the skin on either side (didn't take the stab off again). Got good travel and all fasteners installed and torqued. Still need to rivet the lower hinge in place.
