Bolted counterweight to rib (torqued nylon locknuts to 30# - beam torque wrench showed 3-4 # of 'drag' resistance for the nut, so I rounded the usual AN3 hardware torque from 25 to 30). I edge rolled LIGHTLY the leading edge of the rudder skins that overlap the counterweight skin with Cleveland Tool's nice vice grip roller. Top rudder tip holes drilled out to #30 and aft 3 dimpled for the later installed CS-4 blind rivets. Aft 3 dimpled now, even though I won't install the fiberglass tip for awhile, due to clearance issues later. Skins then clecoed to rib skeleton in preparation for final riveting.
