Brief Description:  Put the Emp back on the Fuse

In order to proceed with wiring, it seems to make sense to get the rudder back on the plane so I can wire the light that is installed on the bottom fairing.

This requires
• Installing the HS
• Installing the VS

Then I can install the rudder
