This was a considerable task. Tools used were a 1.5" carbide edge hole cutter, milling bits, drum sanders and polishing wheels on drill extensions. Decided the pull rivets would suffice since the step plate is shear loaded to the fuselage skin and one stiffener flange with moments handled by the rib-mounted UHMW block.
