Before inserting the elevator skeleon, I added the RTV Sealant at the tips of each reinforcement as shown in picture 1. Then I inserted the skeleton and cleco'd it in place as shown in pciture 2. Finally in picture 3 you can see the left elevator cleco'd together and the bent tab for the trim tab.
