My original thought was to oversize the holes to a #5 rivet and clean up the holes with a #22 drill. I ordered a #5 rivet cup and some AN470AD5-6 rivets and they're on the way. I checked with Van's support and he suggested I just drill a couple of new #30 holes about 3D away and drive the original size rivets in them. The old holes can be left alone. I confirmed there was not much stress in this area so not much worry about open hole fatigue.
I started riveting the counterbalance skin onto the LHS tip ribs, but didn't get very far before I decided to call it a night.
Sophisticated layout method for placement of new holes.
