Re-assembled the flaps control mechanism. Removed most of the binding and straightened the internal bearing block with a washer shim to two. Everything is snug waiting for final torquing. Prior to final tightening, I'll make sure the control horn is in the proper position and that the flap motor is aligned as it should be.
