Moved transponder and re-routed its wiring harness from the right side to the left side, fabricated a new mounting base and installed the transponder in its new location and grounded the metal plate. I'm hoping this will prevent the activation of the ELT. The battery charger has been in recovery mode all day, so it must have been very depleted. The internal fault light is not lit, so EarthX assures me it is ok. Recovery mode is very slow. (Note: See next entry for why charger didn't charge.)
