We installed the elevators to the horizontal stab (one at a time) to mark points on the end of the stab that need trimming so the elevator's counterweight ribs will clear. Once I marked the trim lines, we removed the elevators and started cutting. I corner-drilled the cut, then cut the longitudinal line with the Dremel. Then I snipped the lateral cut.
Image 3 shows what's left of a very cheapo Chinese rippoff of the old trusty ScotchBrite wheel (courtesy Harbor Freight). It did the job but didn't survive the day.
