...ELT remote panel operational...Called Ameriking and discovered connector wire between ELT and remote panel was wired incorrectly. The wire colors must be the same, unlike phone line connectors which don't matter. Replaced remote Lithium battery with a new unit expiring DEC 2017 and labeled.
