...It has proven easier to file the skin overhanging the web of the VS by filing both sides and moving the file up and down the VS. After extensive (about 3/16") filing of the rudder stop area of the lower VS, the rudder has 35 degrees movement and the stop is contacting the rudder crosspiece.
