Brief Description:  Drill inboard ribs (HS-404/405) to spar and skin

Positioned the HS-404 and HS-405 ribs and marked with a Sharpie the approximate hole locations using the predrilled holes in the skin as a guide. Removed these ribs and fluted as appropriate between the pen marks.

Marked a centerline on the HS-404 and HS-405 ribs, repositioned the ribs in the horiz stab assembly aligning the centerline with the holes in the stab skin, and clamped the ribs in place.

Drilled and clecoed the aft flange of HS-405 to HS-603 using the holes in HS-603 as a guide. Removed HS-405, cleaned out chips, and reinstalled HS-405 by first securing the aft flange, then clamping the top and bottom flanges to the skin (HS-801PP).

Beginning at the rear spar and working forward match drilled the skin (HS-801PP) to HS-405.

Ensured that HS-702 (front spar) fit tightly against the front flange of HS-405. Using the stab skin (HS-801PP) as a guide, match drilled the skin to the HS-702 spar working outboard to inboard.

Attached the spar splice angles (HS-810-1 and HS-814-1) to the horiz stab front spar (HS-702).

Ensured the front flange of HS-405, HS-702, HS-810-1, HS-814-1 and the aft flange of HS-404 were pulled up tight. Reclamped the upper and lower flanges of HS-404 to the stab skin (HS-801PP. Drilled the HS-405 to HS-702 to HS-810-1 and HS-814-1 to HS-404 inboard rib attach holes. Used the holes previously drilled to #40 in the forward flange of HS-405 as a guide (see SEC D-D DW3).
