I investigated the overlap, thinking that the spar wasn't straight, and used thin fishing line to prove that it was in fact straight. I then took out the clecoes holding the skin to the baffle, as that hadn't been drilled to full size yet. And that sovled the problem. I drilled the W-423 to full size as well as the baffle and the spar attach screw holes, as these holes were slightly too big for the clecoes and I was concerned that they might allow the tank skin to move, I used 8 screws pers side to hold the skin in place. Tightening the screws just enough to hold the skin, without distorting it. You may be able to see thse screws in pic 1.

I then removed the tank from the wing and fitted the remaining ribs, and baffle, clecoing them into place.
