O.K. So I put the frame inside the elevator skin, and riveted it together, the rivets that I couldn't get to near the trailing edge I blind riveted. This saved quite a bit of fiddling around and time.
I decided that while the tabs might be serviceable, they looked terrible. Also notice where I tried to straighten the tabs and rebend one a stress crack started. I stop drilled it, but decideed to sort it our properly.
I started assembling the trim tab, drilling, edging, deburring etc.
