Cleco'd center ribs together and rivet. Very carefully install inside formed skin. Install all other ribs and cleco every other hole. Verify elevator sits straight on the steel rails.(slight 1/8" up condition on r/h side of trailing edge.) Use 2/4 and clamps to pull everything into position.
