I was about to post a question on the inner web for how everyone located rear ribs 1&4.
I was contemplating unbolting the doublers to access the factory holes, then the lightbulb came on

I made a little scribe tool out of an old allen key. I clamped the rib to the spar and used the little scribe tool to mark through the factory drilled holes in the spar.
