On c/l of lower tube drill out 1/8" rivet holes spaced every 2 " apart and deburr. Note location of drilled out holes for later reference for application of hardware. Cover gusset edges with anti-chafing tape. Cover rivet libe with 2-sided mounting tape, locate rivet holes and stretch fabric with weights.Cover as set forth with horizontal stabilizers and as shown on video.
