The stiffeners need to be match drilled to the very thing rudder skins, and in order to do this with minimum fuss the Plans recommend drilling into a sacrificial table top so the the skins will lie flush at all times. The clecos clamp into the holes in the wood and keep everything rigid - it works very well.
