Using my new (bought from brother in-law and changed blade) chop saw I cut the rudder skin to size and shape. There is a slight taper on he bottom edge. Then per plans, I used a 1/4" drill bit to round the corners where the drive horn extends out past the rib Test fit Drive Horn to Rudder Skin Located and marked rib locations on Rudder Skin
