Brief Description:	Fit / Drill new Lower Splice Plates
After chamfering the edges last time, tonight was the time to mate them and fit to the longerons. Up-drilled two of the holes on each assembly to 3/16". These are the only holes to be taken up to final size at this point in the assembly.
