This Service Bulletin is required due to: Cracking of wing aft spar web at the inboard aileron hinge bracket attach rivets. For RV-3/3A/3B, 4, 7/7A, 8/8A, 9/9A aircraft: being installed during build. I used this hour to understand wat needs to be done. You can see in Image 3, the Aileron Attach Doublers in place. Next to prepare the Doublers for priming.
