I purchased a 4mm tappered socket from Lowes in hopes it would fit into the 1/4" pivot bearing for the elevator's. Needless to say I had to shave a good amount of material off to attaing 1/4" and a good snug fit in the bearing. This allowed me to protect the bearing while drilling the pilot holes in the horns. Then I removed them and drilled to the final size of 1/4". They all lined up well when installed on the plane with no binding and smooth movement.
