Well, I got my answer from Jim House at Aero Tuff and it was what I thought. So, time to cut tubes and weld. So I positioned the reel in the place I wanted so I could mark the location. Then I thought that before I commit I should see what the passenger sees. I am glad I did. The reel hangs down way too low and it's right at forehead height, and that's with no seat cushion. I'm really bummed it's not going to work as planned because I spent a LOT of time into the design. But I am so glad I found out now, before I welded in a bunch of unnecessary tubing. Lesson learned, time to move on.
