Drilling out the HS-710 and -714 reinforcement brackets took some time. I used a dremel with a flexible "snake" and a #30 drill to take off the heads of the rivets and separated the spar from the brackets. Once free, the rivets were drilled through the center with a #40 drill and then removed with a pair of pliers. This way, the holes were not enlarged.
Cut the last hole off the end of the spar and filed everything smooth.
Drilled the new reinforment brackets and found that I had a edge distance issue on one .. Doh! Happily, I had 0.063 scrap in the bin from another mess-up, and could quickly refabricate replacements. Easy!
Carefully redrilled the new brackets and clecoed in place.
