Brief Description: Horizontal Stabilizer

clecoed the horizontal stabiliizer together for the first time. I also started to updrill for bolts and eliminated the flange from T04-07 R and L as indicated in update. Also drilled for AN3-10A bolts to be used instead of Rivets.
