Rudder Horn is approximately 0.180" thick. AN115-21 is about 0.025" thinner, so file the horn to size.
The two AN115-32 (which require AN4 hardware) are for the flap arms, to give a little extra clearance (actually used with AN3 hardware, and bushings from 3/16" ID to 1/4" OD)
