Well, after several problems, I now have 2 piles of bad inspection hole covers and 1 good one. I started with the router method which yielded good results for the backing rings. But when it came time to do the covers, I had problems keeping them taped to the template; I also burned up a bit in the process. I ended up hand cutting the covers and that worked just fine.
