I am sure I have found the major problem with the brakes. I believe the calipers are mounted incorrectly. The way the original builder mounted them they can never produce full pressure. See the photo of the mounted caliper. It runs into the tubes that it is to slide on BEFORE the outer shoe can contact the disk. I should have found that sooner.
