I finally have a bungee system I like. I looked at the prototype and still was not happy with the situation. No sizing info is given on the plans and the prototype is sort of Rube Goldberg in application. My solution was to create a lower bungee mount that has its own gtaurd and a 3/8" bolt with spacers and washers to allow for the installation of 2 loop bungees. They are part number 6044 from SBC Industries, Inc. They work well and hold the over center position solidly. This set up also allows me to change them with relative ease in the future.
