Match drill the hinge to the elevator and to the trim tab and deburr the rivet holes. Cleco everything together and make sure the hinge moves without binding. Remove the clecos from the elevator side and rivet the hinge to the trim tab. Recheck for free movement of the trim tab. Take apart the hinge and rivet to the elevator trim tab spar. Reinstall the hinge pin and check for free movement. All's OK.
