Today, I disassembled the access plates and cleaned all surfaces with MEK. I then researched using proseal instead of the included cork gasket, and decided that was the better way to go. I sealed the ventline bulkheads to the tank ribs, secured the vent line to the bulkhead, and adjusted the end of the vent line to ensure it is at the top of the fuel tank. I then sealed the fuel pickup line to the bulkhead and finally prosealed the assembly to the wing rib.
