Per the plans I marked the un-cut stiffeners by connecting the drilled guide holes with a sharpie. I then used the Wiss snips to cut the stiffeners to their desired length and shape.
I used the 6" Scotch-Brite wheel to radius, deburr and final shape the left elevator stiffeners. I also used the Scotch-Brite wheel to debur and radius the edges of the left elevator skin. I followed up with emory cloth and the deburring edge tool where the wheel would not reach.
Once the stiffeners were done I put them in place on the inside of the upper elevator skin. I match drilled and clecoed them in place through the particle board on the work bench. I then deburred the stiffeners and the skin, after marking them for proper placement when it is time to rivet.
