As per Lycoming direct drive engine overhaul manual, publication 60294-7 revision 60294-7-12. Begun re-assembly operation by organization of bolts/nuts/washers. Used shop air to confirm oil gallery cleanliness and no obstructions. Visit by EAA Tech Counselor, suggested the following: Rivet doubler to seat back where previous damaged occured. Do not mount inspection plates too tight to surrounding structure to avoid cracking. Use scotch-brite during riveting to hold work piece flush with surface when setting the shop side of the rivet. Ensure adequate pitot tube mounting integrity to surrounding structure. Check bolt holes in spar for elongation.
