After deburring I used the little fixture to slide the 1/4 in hole over the dowel pin and drill one rivet hole. I then inserted the 3/32 pin in the hole and rotated the backing plate to drill the second rivet hole. Worked great done in less than 10 minutes.
Went back in the basement and deburred the holes, countersunk and riveted the #4 nutplates in place! Another process complete.....now I have to drill the holes for the battery tray to the attach angle next work session.
