Picked up a new dremel and finished cutting out the doubler. After it was cut, I filed the inside edges to final dimensions. I laid out holes in the hinges, drilled using the drill press, then match drilled one half of the hinge to the access door. Match drilled the other half of the hinge to the doubler and to the ½” wide strip that goes under the hinge to make it lay flat. Held the bottom half of hinge to the bulkhead and match drilled a couple of holes—inserted clecoes and match drilled the rest of the holes.
