Brief Description: Counterbalance arm, spar preparation

09-03 steps 9 & 10 - drilled counterbalance brackets to counterbalance arm, disassembled and deburred. 09-04, steps 1 -4. Final drilled nutplate attach holes in spar doublers, drilled nutplate attach holes in fwd and aft spars for upper and lower horn, machine countersink nutplate attach holes on outer surface of spars. Clecoed all doublers and nutplates back in place ready for riveting.
