Oh oh, I put the frame on the fuselage and the co-pilot side fit fine, but the pilot side was raised up. Somehow this frame did not stay aligned.

RECOMMENDATION: Rivet this in place on the fuselage, NOT on the bench.

So I drilled out the rivets and held the side rail in place while I riveted it again. The result was improved, although there is still a space above the spacer on the pilot side. A little pressure pushes it into place easily. I'm going to call Van's and ask them what they think about this before I drill out any more rivets.

UPDATE: I talked to Ken at Van's he said this 1/16 gap is not to worry about but when I put the side skin on here I'll need to cover the gap with it (if it is still there). He said it is important that the canopy drops down and rests on the roll bar. I've also seen some photos of weather stripping along the bottom flange of the side rails to help close gaps.
